The Ukraine Recovery Conference (URC2025) will open today at the La Nuvola Congress Centre in Rome. The event is co-organised by the Governments of Italy and Ukraine.
Approximately 5,000 participants are expected to attend, including around 100 government delegations and 40 delegations from International Organisations, such as leading development banks, 2,000 businesses, as well as representatives of local authorities and civil society. Over 500 accredited journalists will also be present. This marks the most significant international occasion dedicated to the recovery, reconstruction and modernisation of Ukraine. The programme will be structured around four key areas, or “Dimensions”: business, human, local and regional, and reform, in the framework of Ukraine’s path towards EU accession. An additional dimension will focus on culture and the protection of heritage in conflict-affected areas.
Prime Minister Giorgia Meloni will welcome Heads of State and Government from 10:00 a.m. today. Following the group photo with all Heads of Delegation, she will officially open the Conference at 10:30 a.m. with remarks during the plenary session.
Minister of Foreign Affairs Antonio Tajani will open the dedicated “Ukraine Donors’ Conference” at 8:30 a.m., a forum focused on the mobilisation of financial support for the country’s recovery. At 12:30 p.m., the Recovery Forum will begin, featuring numerous thematic panels and institutional speakers. At 1:30 p.m., Minister Tajani will meet with the heads of the Italian economic system agencies and major participating Italian companies. Throughout the day, he will also conduct a dense schedule of bilateral meetings with his counterparts in attendance in Rome.
In the evening, President of the Republic Sergio Mattarella will deliver a greeting address to participants. This will be followed by the inauguration of an exhibition at the Museum of Civilisations by Italian Minister of Culture Giuli and Ukrainian Minister Tochytskyi.
The event has been organised by a dedicated Task Force established at the Ministry of Foreign Affairs and International Cooperation, which—under the guidance of Minister Tajani—has coordinated efforts across all involved public administrations.
Nearly all Government Ministers will take part in URC2025, alongside the top representatives of Regions and Local Authorities, the Bank of Italy, and the main independent administrative authorities.
